Typically the Hispanic leagues in this area function outside the normal structure. The leagues are not governed by the state soccer association. I think it perfectly fair the paper describes the league as Hispanic so it doesn't tar all soccer leagues with the same brush-just the one that is involved in this issue. If you are of another race and speak Spanish you could join I think. I never tried since I do not speak Spanish.
