FIFA is just trying to prevent a violent response to what some might perceive as an insult. Everyone gets insulted by something these days.</description>

From what I know about rule adoption coaches and some referees participate in it, send in their suggestions on what they&#039;re seeing with the changes in the game. FIFA has a committee that goes over that stuff and changes the Laws or implements directives accordingly.</description>

That is--tell the refs to watch out for something but don&#039;t tell the teams that special attention is focusing on one part of the rule book.  You see it in all sports--I remember special directives in both WC2006 and the U20WC2007--but those are always told to the teams and players beforehand.  

It takes some time to work out the kinks.  Until then, s**t happens.
