I think because people will see it as making fun of the religious asshats who cover their faces and heads because some alien in the sky told them to.
Sure, it might sound stupid to you but probably so is killing someone for drawing a cartoon.
FIFA is just trying to prevent a violent response to what some might perceive as an insult. Everyone gets insulted by something these days.

It’s under Law 12 on the FIFA Website. I remember this being presented to us like 3-4 years ago. I can’t imagine that it wasn’t presented the same way everywhere. Maybe it just wasn’t enforced? I have no clue what the miscommunication is.

From what I know about rule adoption coaches and some referees participate in it, send in their suggestions on what they’re seeing with the changes in the game. FIFA has a committee that goes over that stuff and changes the Laws or implements directives accordingly.

Thanks for the info, Dustin. My feeling then is it was an enforcement directive that was not communicated to the teams. That is–tell the refs to watch out for something but don’t tell the teams that special attention is focusing on one part of the rule book. You see it in all sports–I remember special directives in both WC2006 and the U20WC2007–but those are always told to the teams and players beforehand.

It takes some time to work out the kinks. Until then, s**t happens.

But you gotta tell the teams first.
